Solidarity Organizations in Moldova
Our participation in the Council of Europe
During an important conference that took place on the 30th of June 2005, in Chisinau, on the initiative of Council of Europe, Ilie Zabica, executive director of Chisinau Branch of Regina Pacis Foundation, made a speech about the role of solidarity organizations in the Republic of Moldova. Further on we propose you the entire speech.
It is very important for all of us present here to think about the road Moldova need to follow and moreover about its future, realize the fact that we are in the period of transition.
First of all, my speech suggests you to become entirely aware that soon enough Moldova will be a binding country between Eastern Europe and the European Union, as a result, it will be no more a proximity country – the expression used today by the European Union – but a dialogue country with a view to a real European unity. To be a country of vicinity means to enjoy every efficient privilege, from all the points of view, assuming itself decisive functions and roles for the whole future policy of Europe, that is to be created in the next twenty years. At this stage every reality will be included and will need to assume a responsibility, thus if the politics is called to study the strategies of Moldova evolution, the organizations, such as Regina Pacis Foundation must be ready to go side by side with people to consort it in this important developing process. Even more, we can claim that national and international organizations will be able to assume an important role of “mediation and dialogue” between politics and territory, especially in the benefit of needy layers of society, “carrying” Moldova to a considerable international future. The president of Regina Pacis Foundation, Mr. Cesare Lodeserto, an Italian, while speaking during conferences, even at a high level, imagine himself Moldova - “Switzerland of eastern states”, thanks to its strategic role of dialogue within this zone of Europe. We should not be frightened by this idea, but understand the responsibility we assume, everyone with its own functions and duties, united for the common goal to give courage and forces to the Moldovan people, that need to recover the value of its past and history.
Today I represent Regina Pacis Foundation, that is an organization engaged, here in Moldova, to fight with human beings traffic, give support to the unprotected society layers, as old men and children, train young people and promote new educational policies, stimulate local development. The synthesis of all we have done already allows us to realize which are the objectives of our commitment, that we want to share with all of you, without claiming to have the solutions for all the problems, but only the spirit of collaboration with the State and international organizations, that has always characterized the commitment of Mr. Cesare Lodeserto and Regina Pacis Foundation.
Consider myself improper to enumerate the causes that defined many difficulties confronted by Moldova and its people: they are well-known, and have to be considered in the first place as starting point for recovery of the best ways of political and social commitment. On the other hand, we consider fundamental that every organization, activating in Moldova, in any field – from traffic to corruption, from children to schools, from health to business - to follow three important goals, that are, actually, a clear intervention methodology.
First objective: prevention and information
Moldova has experienced difficult moments, because of the lack of social prevention and territory commitment that could be characterized by a dialogue with people, to whom it should deliver information, knowledge, and opportunities. Nowadays it is important to “discuss” with Moldovan people, with the help of any communication style, that will let them know what is happening and prevent from being attracted by the processes that lead to exploitation circumstances. It is a great mistake to deprive Moldovan nation from possession of information, leave aside to deceitful information that is especially spread in the villages, situated far away from the capital. It is necessary to visit schools, to come to villages, to discuss and spread information, even at a public level, a moment of commitment and social and human growth.
Second objective: training
It is essential to review educational methods once again, especially those in the schools, at all levels, to re-examine all the programs, starting with Universities and ending with preparatory groups from kindergartens, taking into consideration that Moldova has always offered valuable cultural levels, that even nowadays are really appreciated in many countries of the world. Now is the moment to review the training processes, to equally match them with European models and export valuable professional personalities. During the migration process it is unacceptable that a Moldovan diplomat traveling to Europe be a simple villager. It is inadmissible that money controls the migration rules, therefore the training process must be consolidated, that is also a value for the Moldovan country. The organizations must make investments in training, commitments and responsibilities of young people, they have to recover the value of Moldovan cultural class, that must assume a decisive role for the evolutional process of Moldova to Europe.
Third objective: territory development
It is necessary, besides information and training, to have a persuasive activity of local development, correct investments and, depending on economic development, of the territory and its nation. If one supposes that European entrepreneurs can come to Moldova to make investments while exploiting labor forces at a lower price it doesn’t mean it helps to develop the territory. The organizations are called to control that rules of development rely on local development of the territory, improvement of labor productivity and products quality, training of employees, technology investments, and fight against corruption. Local development may be a stimulus to a drastic change of Moldova. Foreign industries are welcome to make investments, but at the same time, they must know that they don’t possess the absolute right to impoverish the territory and exempt itself from the duty to represent a chance of social growth. Therefore we declare that foreign investor not only has to start an enterprise, but also make investments in the process of labor forces training, work within the social environment, join the developing process of the entire territory.
Regina Pacis Foundation, with its activity, strives for achieving these goals, therefore we believe that serving the old men and children not only mean to give them food and toys, but also give support and implicate them in processes of considerable autonomy and consciousness, as persons with a certain role in the society. Teaching children from the streets to work with wood, watching them happily doing this job, means to make them realize that they also have possibilities. Together with them we have to believe in this – starting with those implicated in politics and ending with those involved in social sphere – and has the courage to share with the person that suffers and asks for help, in order to set new social processes for Moldova.
I want to conclude this speech and call your attention to a decisive aspect of our commitment that we propose to all of you for reflection to understand what is to be done. We invest a lot in the family and its decisive function for this State. We must become aware of the fact that the family is in trouble, being separated by poverty and migration, the reason it doesn’t have the most important educational role of this society. It is the problem we cannot deny. 47% of Moldovan migration consists of women, most of them are mothers that left, obviously under stress of circumstances, their native home and work abroad. The difficulties that family have to face nowadays, is today's the most serious problem. We must interfere in order to give a firm ground to the Moldovan society. I didn’t come here to tell you what we do for that: we don’t need to praise the work we’ve done already, but to call for a common and united commitment for the welfare of this State, having reference points – as Council of Europe – from which we can ask for advices and valuable requirements.
Thank you for your attention and, you may be sure that Moldovan people is a wonderful nation that deserves to be given an obvious and decisive commitment from us, the one we will be responsible for in front of God.
